This is a Vectronics antenna tuner model VC300DLP which covers 160 m thru 10 m, WAC bands included. Meter lamp has front panel switch and uses 12 CDC for power.

The vc 300dlp backbit cross needle meter displays Sr, forward and reflected power simultaneously. The operating manual is included. 8 to 30 mhz, including all mars and WAC bands.
